Canada's federal government has introduced the “Strong and Free Elections Act,” a significant legislative proposal aimed at bolstering election security by banning political parties and third-party groups from accepting cryptocurrency, money orders, and prepaid cards as political donations. This move targets payment methods deemed difficult to trace, which officials fear could be exploited by foreign entities to covertly influence Canadian politics. Steven MacKinnon, the government's House leader, emphasized that these measures are crucial for maintaining “free, fair, and secure” elections.

The proposed legislation outlines severe penalties for violations. Individuals found contravening the rules could face fines up to $25,000, while corporations might incur penalties as high as $100,000. Additionally, violators in both categories would be liable for up to twice the original amount contributed, and funds could be returned, destroyed, or handed over to the chief electoral officer. This bill marks Canada's second attempt at such a ban, following a nearly identical bill in 2024 that failed to pass. The current effort is backed by a 2024 recommendation from Chief Electoral Officer Stéphane Perrault, who highlighted the unique challenge crypto donations pose in identifying contributors compared to conventional methods. Currently, crypto has been an accepted form of political donation since 2019, treated similarly to property.
